…was unfortunately not the work of Kamiya Hiroshi:
アフレコテストでは神谷さんが女声の部分をあてて
それを元に女性の声優さんが演技を重ねた
Same blog as usual, this is coming from the radio show that aired on Sunday. It says that Kamiya originally voiced the line but a female voice actress was dubbed over it (and thank you to the kind anon on /m/ who clarified that).
No one was credited for it and as far as I can tell the voice actress in question wasn’t mentioned in the blog post about the radio show–it was probably one of the regulars, I imagine. I kind of thought it sounded like Paku Romi but the blogger in question thought it sounded like Marina or Sumeragi’s VA’s (some people on /m/ were saying Sumeragi too). So I dunno.
Anyhow, take this and dream of what could have been:
lol i knew it wasn’t his voice right away.
i was actually to busy oogling the fact that Tieria’s voice can go that high. Their voiceboxes must’ve been specially built!! lol.. it made him sound like a REAL WOMAN.

At this point I wonder what Kamiya thinks of all the fanart of female Tieria…

The voice sounded like Sumeragi’s VA regular speaking voice when she did live appearances or interviews.

Haro, did you see the blurb about the Innovators being ‘neutral’ and about Ribbons’ new weapon called the “Memento Mori” over on /m/ from some magazine called ‘Pick Up Voice’?
